駅の北側に、昭和の終わりに造られたアーケード商店街がある。On the north side of the station there is an arcaded shopping street, built at the end of the Showa era.長さは二百メートルほど、店は三十軒あまりだ。It is about two hundred metres long, with a little over thirty shops.屋根の鉄骨はさびが浮き、雨の日には何か所も水がもれていた。Rust had risen on the steel frame of the roof, and on rainy days water leaked through in several places.補修の見積もりは、組合の予算ではとても足りない額だった。The estimate for repairs came to a sum the association's budget could not begin to cover.アーケードは、だれの目にも老朽化の一途をたどっていた。To anyone's eye, the arcade was steadily falling into disrepair.
「直す」か「取る」かで、組合は三年近くもめた。The association argued for nearly three years over whether to repair it or take it down.屋根があるから客が来るのだと主張する店主がいた。Some shopkeepers insisted that customers came because there was a roof.暗くて古く見えるから客が減るのだと言う店主もいた。Others said that customers were leaving because it looked dark and old.話し合いは十五回を数えたが、結論に至らなかった。The discussions numbered fifteen, but they never reached a conclusion.そのあいだに、空き店舗は四軒から七軒に増えた。In that time, the number of empty units rose from four to seven.
動いたのは、三代目の酒屋の須崎さんだった。The one who got things moving was Mr Suzaki, the third-generation owner of the sake shop.須崎さんは、全国の似た商店街を自分で見て回った。Mr Suzaki went round similar shopping streets across the country to see them for himself.屋根を取った町、残した町、一部だけ残した町を、写真に撮ってきた。He photographed towns that had removed their roofs, towns that had kept them, and towns that had kept only part.そして、店ごとの売り上げの変化までを表にして、組合に出した。Then he put even the changes in each shop's takings into a table and laid it before the association.「どちらが正しいかではなく、うちの通りに何が合うかです」"It isn't about which is right. It's about what suits our own street."この一言で、議論の向きが変わった。That one remark changed the direction of the argument.
四回目の全体会で、組合はようやく一つの案に至った。At the fourth general meeting, the association at last arrived at a single plan.アーケードは撤去し、代わりに各店の軒先に布のひさしを付ける。The arcade would be removed, and cloth awnings fitted over each shopfront instead.通りの中ほどには屋根付きの休憩所を一つ残す。One roofed rest area would be kept, halfway along the street.反対していた店主も、最後には手を挙げた。Even the shopkeepers who had opposed it raised their hands in the end.
決まってからの作業は、思っていた以上に細かかった。Once it was decided, the work turned out to be far more detailed than anyone had expected.ひさしの色から文字の大きさに至るまで、組合で何度も話し合った。Right down from the colour of the awnings to the size of the lettering, the association talked it over again and again.色見本を並べた机を囲んで、六十代の店主たちが真剣に迷っていた。Shopkeepers in their sixties sat round a table of colour samples, agonising in earnest.「灰色にしよう」と言った人が、次の週には「生成りがいい」と言い出す。Someone who had said "let's make it grey" would announce the following week that unbleached cloth would be better.結論が出るまでに、さらに半年がかかった。It took another six months before a conclusion came out.
工事は十月の末に始まり、年末ぎりぎりに終わった。The work began at the end of October and finished only just before the year was out.鉄骨が外された日、通りは四十年ぶりに空が見えた。On the day the steel frame came off, the sky was visible over the street for the first time in forty years.思っていたより、ずいぶん明るい通りだった。It was a far brighter street than anyone had imagined.年配の客が足を止めて、「こんなに広かったのか」とつぶやいた。An elderly customer stopped and murmured that it had been this wide all along.
春、商店街で小さな市が開かれた。In spring, a small market was held in the shopping street.ひさしの下に台を出し、どの店も表に商品を並べた。Stalls went out under the awnings, and every shop set out its goods at the front.空き店舗のうち二軒に、若い人の店が入ることも決まった。It was also settled that two of the empty units would be taken by young newcomers.一軒はパン屋、もう一軒は古道具屋だという。One is to be a bakery, the other a second-hand tool shop.須崎さんは、休憩所のベンチに座って通りを眺めていた。Mr Suzaki sat on the bench in the rest area, looking along the street.「減少の一途をたどっていた人出が、少し戻りました」"The footfall that had been steadily dropping has come back a little."三年の話し合いが、ようやく形に至ったのである。Three years of discussion had at last arrived at a form.
