市役所の一階、三番窓口に座って二年になる。It has been two years since she took her seat at counter number three, on the ground floor of the city hall.南雲の仕事は、転入や転出の書類を受け取ることだ。Nagumo's job is to take in the forms for moving into and out of the city.一日に百人近くが、紙とペンを持って前に立つ。Close to a hundred people a day stand in front of her with paper and pen.
六月の初め、七十代の男性が三日続けて窓口に来た。At the beginning of June, a man in his seventies came to the counter three days in a row.毎回、同じ用紙を出してくる。Each time, he produced the same form.服や鞄の様子からすると、近所から歩いて来ているらしい。Judging from his clothes and his bag, he seemed to be walking in from somewhere nearby.そして毎回、住所の欄が白いままだった。And each time, the address box was left blank.
一度目は、書き方を指で示して説明した。The first time, she pointed with her finger to show him how to fill it in.二度目は、見本を横に置いて、声をゆっくりにした。The second time, she put a sample beside it and slowed her voice down.何度も説明したにもかかわらず、三度目の用紙も同じところが空いていた。In spite of all her explaining, the third form had the same box empty.
南雲は少し困って、先輩の小畑に相談した。A little at a loss, Nagumo asked her senior colleague Obata about it.「書けないんじゃなくて、書きたくないのかもしれない。」“Perhaps it isn't that he can't write it, but that he doesn't want to.”小畑はそう言って、立ち上がった。Saying that, Obata stood up.
その日の午後、男性が四度目に来た。That afternoon, the man came for the fourth time.小畑は窓口の横の小さな部屋へ案内し、お茶を出した。Obata showed him into the small room beside the counter and brought him tea.
男性は少し黙ってから、ゆっくり話し始めた。After a short silence, the man began to speak slowly.今の住所は、息子の家である。His present address is his son's house.家を売って、三月に移ってきた。He had sold his own house and moved in March.「自分の家でない所を、自分の住所として書くのが、どうしても。」“Writing down somewhere that isn't my own house as my own address, I just can't quite do it.”
話からすると、紙の問題ではなかった。Judging from what he said, the trouble was not the form.役所にとっては、ただの一行の住所である。To the council it is just one line of address.しかし移ってきた人にしたら、その一行はこれまでの家を消す線にも見える。But from the point of view of the person who has moved, that one line can look like a stroke crossing out the home he had until then.
小畑は用紙をしまい、別の紙を出した。Obata put the form away and brought out a different sheet.「では、先にこちらで住所を確かめましょう。」“Right then, let's check the address on this one first.”確認の書類に住所を書き、それを見ながら、男性は本来の用紙に字を入れた。He wrote the address on the checking form and then, looking at it, the man filled in the real one.最後の一字まで、手は止まらなかった。His hand did not stop until the very last character.
窓口に戻ってから、南雲は小畑に聞いた。Back at the counter, Nagumo asked Obata about it.「どうして分かったんですか。」“How did you know?”「三日も続けて来る人は、手続きが分からないんじゃない。」“Someone who comes three days running isn't confused about the procedure.”「来る回数からすれば、よっぽど大事な用なんだよ。」“Going by how many times he's come, it must be something that matters a great deal.”
